LL97 emissions caps: Do they apply to your building?
compliance
Local Law 97 (part of the Climate Mobilization Act) sets greenhouse-gas emissions caps for large NYC buildings. Non-compliance is $268 per metric ton over cap, per year.
Who's covered
- Buildings over 25,000 sqft (or 50,000+ combined on a single tax lot)
- Applies to residential, commercial, and mixed-use
Compliance timeline
- 2024–2029: First compliance period. Modest caps.
- 2030–2034: Caps drop ~40%.
- 2035+: Stricter still.
Filing
Report your building's annual GHG emissions to DOB by May 1 each year for the prior calendar year. Reports are certified by a Registered Design Professional.
What Pijexa does
Use the LL97 tracker — enter your building's gross square footage, occupancy group, and annual reported emissions. We compare against your cap and estimate any penalty. You also get 60/30/7-day reminders before every May 1 filing deadline.
Exemptions worth knowing
- Article 321: buildings with 25%+ rent-regulated units follow a prescriptive path instead of the cap ($0.50/sqft/year non-compliance penalty)
- HUD/city-financed affordable housing: separate rules
- Consult DOB or a qualified energy consultant for the authoritative determination
