LL97 emissions caps: Do they apply to your building?

Local Law 97 (part of the Climate Mobilization Act) sets greenhouse-gas emissions caps for large NYC buildings. Non-compliance is $268 per metric ton over cap, per year.

Compliance timeline

• 2024–2029: First compliance period. Modest caps.
• 2030–2034: Caps drop ~40%.
• 2035+: Stricter still.

Filing

Report your building's annual GHG emissions to DOB by May 1 each year for the prior calendar year. Reports are certified by a Registered Design Professional.
