LL126 Facade Inspection Safety Program (FISP)

Buildings 6 stories or taller must have their facades inspected every 5 years by a Qualified Exterior Wall Inspector (QEWI).

The cycle

FISP has a rolling schedule — every building is assigned to Sub-Cycle A, B, or C based on the tax block, and the inspection window rotates on a 5-year cadence.

The three ratings

  • SAFE: Facade is compliant. File a report and move on for 5 years.
  • SWARMP (Safe With A Repair And Maintenance Program): OK for now but has repairs due before the next cycle.
  • UNSAFE: Immediate hazard. Erect a sidewalk shed within 60 days, complete repairs, then re-inspect. Fines: $1,000/month for the shed permit, plus violation penalties.
