HPD Annual Registration: What every NYC building owner must file

Every NYC residential building with 3+ units must file an annual property registration with HPD, and every 1-2 unit rental where the owner does not live in the building.

Why it matters

If your HPD registration lapses:

• Every open violation on your building becomes uncollectable in Housing Court until you re-register
• Civil penalties of $250–$500 per unit, per unregistered year
• You cannot serve tenants with non-payment or holdover proceedings
• HPD will not issue Certificates of No Harassment

What you need to file

• Owner name, business address, and contact info
• Managing agent info (required if owner lives outside NYC)

• $13 filing fee per building

File at https://hpdonline.nyc.gov or by paper. Most owners file annually between September 1 and October 31; the registration year runs September 1 to August 31.
