ECB / OATH tickets: What they are and how to fight them

ECB (Environmental Control Board) violations are tickets issued by NYC agencies (DOB, FDNY, Sanitation, DEP, etc.) that are adjudicated at OATH (the Office of Administrative Trials and Hearings).
The process
1. Inspector issues a Notice of Violation (NOV) 2. Hearing is scheduled ~60 days out at OATH 3. You can admit, fight in person, fight by mail, or default 4. Judge issues a decision. If found in violation, you pay the fine.
Default penalties
If you don't respond by the hearing date, you're found in default. The default penalty is often 2–5x the base fine. Show up (in person or by mail).
